The United
The United is the dominant governmental body that took shape following Z-Day. It started as a military dictatorship, led by the remaining military leaders. With the President and Joint-Chiefs lost when Washington D.C. was overrun, the remaining Generals and Admirals of the military declared martial law, and led a slow but successful campaign fortifying key cities that had not yet fallen. They initially claimed Philadelphia as their base of operations, and during the five years they were settled, the remnants of the Canadian military called for the formation of a single nation, to allow for easier and broader defense of their key strongholds. In the City of Brotherly Love, the papers were signed and a name was given to the newly-formed nation: The United.
Not an hour after the paper was signed, the walls to Philadelphia fell and the infected poured in. Many of the U.S. and Canadian leaders were lost, however a handful were able to evacuate to NORAD. Shortly after the move to NORAD, Mexico called for assistance, and eventually joined the United.
It was during these days at NORAD that the military released power over the people, and the military dictatorship shifted to more of an oligarchy. Instead of a single president, the people were now ruled by the Board of Governmental Affairs, which consisted of 8 seats ranging from Military to Internal Affairs. This became the permanent structure of the United.
